Town council working to the end

Town council has a lengthy list of things it is still hoping to accomplish.

That's despite summer approaching and there being just several months left in council's term of office.

On June 12, Judy Goucher, the town's senior administrative officer (SAO), undated council on its informal list of goals, which were first discussed in March.

"One of the things that we're going to be working on is to try and set timelines so we have a better idea of when these things will get crossed off, because a lot of them are moving forward at various stages," she said.

One of the issues is land development.

"We are working with the territorial government on our plans for land development, in particular the issue of financing," said Goucher.

The SAO said administration has received a background report from the town planner on a community plan and that is being used, as well as information on economic development, to develop an options paper to present to the territorial government to get its support for a land development plan.

"So the end of June is the target date for both of those things to at least make their way to the decision point," she said. "I'm hoping for first and second reading of the community plan at the end of June and have a paper that we can then send to the territorial government around that same time, as well."

The town also appears to be moving towards an agreement on $1.3 million in back taxes and lease payments which had been owed to the municipality by the now-defunct Northern Transportation Company Ltd. (NTCL).

The GNWT now owns the assets of NTCL and the town has argued that the government should assume responsibility for the back taxes and lease payments.

"That agreement I think will be going to cabinet sometime later this month," Goucher told council. "So I'm waiting to hear back from them on that."

The SAO also mentioned completion of work at the new Rec Centre, noting an updated list of items to be completed is being prepared with the contractor.

"After that stage, we'll be setting timelines for what is agreed needs to be completed and when they are going to get completed," she said, noting it will be a much more structured process. "We're driving to completion."

Goucher also discussed many other items on the list of goals – fundraising for the Rec Centre, the availability of funding for landscaping at the Rec Centre, upgrades at Fisherman's Wharf, the sale of surplus land and buildings, planning for a new town hall, wrapping up the financials of the Arctic Winter Games, funding for highway rescue, the town's information technology contract, the town's waste management contract, updating the town's tourism plan, and many more.

"The list is significant and there's a lot of work that we want to see done in a very short period of time," said Goucher.

Mayor Brad Mapes asked councillors if there were any other ideas they want on the list.

"This list is a lot and this council has four months left," said Deputy Mayor Donna Lee Jungkind.

Goucher suggested that the list could be looked at again at council's final meeting in June and priorities could be identified.

It is hoped that some of the items can be wrapped up pretty quickly, the SAO said. "I think we're showing progress on most if not all items. There are a couple there that we don't have a lot of progress on, but they're on our radar and we're moving forward on them."
